The Investment Council is a permanent advisory body under the Governor of the Irkutsk region, formed to attract representatives of state authorities (state bodies) of the Irkutsk region, local self-government bodies of municipal entities of the Irkutsk region, public associations, other bodies and organizations to preliminary consideration of issues and preparation of proposals on increasing effectiveness of the conducted investment policy, creating a favorable investment climate, developing investment and entrepreneurial activities in the Irkutsk region.

On July 10, 2017 by the decree of the Governor of the Irkutsk region No. 114-yg there was established the Investment Council under the Governor of the Irkutsk region Ukaz GIO №114-ug.pdf

The Coordinating Banking Council under the Governor of the Irkutsk Region is an advisory body formed to develop proposals and recommendations on improving the investment development of the Irkutsk region and ensuring interaction between the executive, legislative bodies of the Irkutsk region government, local self-government bodies of municipalities of the Irkutsk region and commercial banks operating on the territory of the Irkutsk region.

On August 13, 2008 By the Decree of the Governor of the Irkutsk Region No. 295-p (ed. by the Decree of the Governor of the Irkutsk region dated 10.09.2015 N 230-y) approved the "Regulations on the Coordination Banking Council under the Governor of the Irkutsk region".
